|Here is the latest on renewing a TIP in our area. I completed this yesterday at the Banjercito office down by the marina/harbor area in Guaymas. I was there about 30-45 minutes.
My TIP was expired for almost 2.5 years. The boat has not been in the water in that time. 25 Skipjack flybridge. During the time that the TIP was valid, I did NOT keep my South Dakota registration current. So, before coming down, I made it current, as I had HEARD that was necessary to renew a TIP. No penalty or charging of back registration by S.D.
This is my SECOND, 10-YEAR TIP. I have HEARD that this is all you can get before having to remove the boat from Mexico or officially importing it. I did NOT confirm this at Banjercito.
Upon entering Banjercito, I asked if anyone spoke English and was directed to a gentleman who was currently assisting a gringo couple with their needs. When he became available, I laid out my background above, including the expiration of the current TIP. His English is perfectly fine, but heavily accented. My hearing is NOT perfectly fine, and he was wearing a mask. But he was patient.
After asking me if I had the old TIP in my possession (I did), he replied that renewal would be no problem.
What he required:
current Visa (mine is a tourist visa)
the old TIP sticker
the old TIP paperwork
current boat registration in the States (I'm a US citizen)
Mexican cash (credit card not allowed and US cash not allowed)
He then went behind the bank counter and filed the cancellation of my old TIP. He gave me a document that proves its cancellation.
After this, he asked me to fill out a questionnaire that included various capabilities/improvements on my boat (the only two I answered affirmatively were a sonar and a navigation system). He also wanted my email address, my street address in Mexico, my telephone number and my boat name.
After paying the required fee (1211 pesos) to a teller behind the windows, I took the receipt for this payment back to him and he gave me my new permit.
-Use of a phone is not allowed inside Banjercito. Masks required. Hand sanitizer available. No temperature check.
-there appears to be NO PENALTY for having been late for 2.5 years. What I paid is itemized on the receipt (strangely, listed in US dol, including the conversion rate of 20.47 pesos/US dol). The cost in US dollars was 59.16 X 20.47 = 1211.01. No mention of a penalty/fine anywhere on it. My original permit was 50.00, 10 years ago. But this time, they added IVA tax to bring it up to 59.16.
-I did present both my current US registration AND my actual ownership title. I am not sure if both were necessary. Probably best to have both.
-there is no more sticker for the boat. Your new TIP paperwork has two QR codes on it. I asked if I was required to carry this on the boat and he replied in the negative. He also stated that the reason for the email address is because they send a copy of the paperwork to you, as a back up. The new TIP paperwork is not an embossed document on some special kind of paper, like the previous. It's just an 8.5x11 sheet of computer paper. I did receive the copy in my email.
As an aside, I spoke with the gringo couple as they were leaving, since they were unsuccessful at getting a new TIP for a boat they had just purchased. Their new vessel had only US Coast Guard documentation.......but it was still in the previous owners name. They would have to get it changed into their name, before they could proceed further in the TIP process. My SENSE was that this would apply to a state-registered vessel as well.
So, I really don't see why anyone would have to use a facilitator to get this process done. It can be done in English. There's plenty of parking down there. And you walk away with your permit, even under the uncertain circumstances I had (expiration).
That was my experience.
