I had thought I read that you are allowed only one TIP at a time for boats. So if I own a boat that has a current TIP I can't get another one and TIP IT , is that correct? Also dies it matter if you are a permanente ?

You have to cancel the existing TIP prior to applying for a new one.  Yes, it is done kind of "hand in hand", but that is the requirement.  Resident status makes no difference, from what I have experienced.

I recently obtained a second tip for my second boat.  The bank processing agent informed me that the regulations had recently changed, so that you may have multiple tips under one name, but only 1 tip per boat.  He also told me that the Guaymas branch does not process returned tips.  That function is only done at the Visa check station branch at Nogales.

the trailer is not part of the T.I.P.s so your fine.
