Anyone, no matter what the citizenship will be denied boarding on an airline to Canada if showing any symptoms related to Covid-19 (cough, high temperature, shortness of breath,others). If this is the case then the Canadian government will help with financial support to help them return home. 
Also the Canadian border is now closed to everyone except Canadian citizens and their families,permanent residentes, and American citizens.

It is my understanding that many Canadians get some type of private insurance rider for health coverage, while they are in transit across the US. Health coverage in the US is treated like a separate entity by most health insurance firms, worldwide, because of the high cost of medical care.

One Canadian we know said that she received notification from that insurance company that their rider would no longer be in effect after March 26. Most likely, this rescinding of coverage is due to CV-19.

This may be an additional reason why so many Canadians have left San Carlos in the last week. For several we knew, they were leaving a few weeks early.

There is also the uncertainty about the border situation.

March 23 is the date that some insurance companies will restrict policies. This date being 10 days after Trudeau announced for Canadians to not travel outside the country unless it is essential.
Also WestJet will suspend all flights between Canada, US, Mexico and others starting Sunday Mar 22.
