There is a bit of physics involved.  Nogales is at about 4000' elevation which means that going north, you have to supply enough fuel to lift your truck 4000'.  Coming down, it is the opposite because you gain that amount of potential energy and so use less fuel.  With my small gasoline pickup, the difference is about 2 gallons.   If you want to work out the numbers, look up the energy content of diesel and the thermal efficiency of your engine.  Then compare that with the energy needed to lift your truck = weight * height. 

Also the pumps down here are never correct so you aren't getting as much fuel as the pump says.
