At least talk to the people at the marinas to make sure your documentation would allow you to get a slip and use the launch ramp.

I would be wary of whether the person selling it actually has legitimate ownership documents.

 Yes its legal. Make sure he supplies import docs like the pedamento de importacion, its packing list, the certificate of origen for the motors, trailer and hull, the original bill of sale from builder to the 1st owner and then notarize the new bill of sale to you. If the registration is not current on trailer in Sonora, you will have to pay hacienda those past due fees too to get new plate for all the years they were not paid, this all assuming that the certificate of origin says the used package items were produced outside of Mexico when new.


If the hull and trailer was made in Mexico, you only need the factura original for both and current tarjeta de circulacion for the  trailer as far as I know to do a notarized bill of sale. The seller in both cases is responsible to cancel the old plate on the trailer.
