About the same, last was a release to not attempt any litigation to be signed. I respectfully refused. We were told he would keep us posted when the money came which should be soon. We trusted in 8 certificates/vouchers for tickets. Guess Frank thinks we will go away??Ron

Frank emailed me that he is waiting for the ok from the AZ Attorney General's office to release the funds so he can pay us.  I called the AZ AG's office today - they said they had no information on Paradise Airlines or Frank Jackson.  They hadn't heard of them.

I heard that Frank's wife's restaurant also closed. Is that true?


Is he still trying to develop property out by the old Paradiso?

I had an email from Frank yesterday. It more or less says that he is with his very sick father. His wife closed the restaurant to be with him and his father. He says he is responsible to his debt and not running away from anything, just a very bad time of life. Don't shoot the messenger, I'm just passing along what I know, nothing else. Ron

A little off in my above post. Frank wrote me on June 3rd. He is in Arizona with his father who is in hospice after a stroke in February and then several strokes after that. His wife closed the café to be with them both and try to help. Again, he assures me he fully intends on returning moneys to those of us who bought the vouchers. Ron

If it is true, as I think I read here, that Frank has told people he is waiting for the attorney general to ok the return of funds and the Az. attorney general knows not who Frank is then I think it is safe to say that Frank some how spent the money that he should have put in Escrow to pay people back. Now did he from the beginning of all this plan on screwing people?

Did the people he was working with mislead him? Did the government promise subsidies that never materialized?

Bottom line he is out of town and it doesn't look like he plans on coming back.

Small claims court is probably the easiest way to get your money back. Since he is now in the states I would seriously consider a small claims court case against him. You don't kneed a lawyer for that and most people seem to have been taken for small amounts of money. As i recall you can do a claim of up to 2000 dollars in a small claims court in Arizona.

$6,000 in Small Claims in Arizona.....I am VERY knowledgeable about that.


I have been awarded 6 Judgments......I have received "$0.00" in return because the lowlifes can avoid payment. The quit gainful employment for cash work. Everything they have is in their Wives Name.


On the other hand, A Defendant with substance is another matter. At very least you can submit the judgment to the authorities and they attach it to the defendants Credit Reports as a judgment against them, there-by prohibiting them from any type of loans or anything else that the credit report effects.


It costs you about $150 +/- plus the time. You file your paperwork (Obtained at the Courthouse of your Residence). You pay a process server to service

Small claims court is viable only in the country/state of jurisdiction. If the fraud was perpetrated in Sonora, Mexico one cannot sue in Arizona and likewise not in Sonora, Mexico if perpetrated in Arizona. If one paid with a U.S. cc or check to a solicited service in the U.S. for execution in Mexico, that could also be claimed in the U.S. court with jurisdiction. This is not legal advice, only the voice of experience.

I had the same thought when Vince mentioned this. But I believe that small courts would accept to hear the claim if funds were transferred through the US banking system or if the accused is an AZ resident.

Ha Ha, not funny, amusing and probably true though, LOL. Frank last told me his Dad was critical and they had both had gone North to assist him. I certainly wish the best for his Dad if true. If you have a valid contract, yes. A receipt for future services should, IMO, constitute a contract. See a lawyer.

On 9/8 Frank sent me an email saying he has sent me a certified ck. A few days later the AZ DA sent me a copy of said check asking me to confirm receipt. It looks like Frank is paying up. To get to this point I had to file a claim with the AZ DA.

the mystery airline out of Carlsbad California has announced an April 1, 2018 start... They will fly to Cabo San Lucas.  http://www.flycpair.com

This was the other operator that Mr. Jackson was hinting at for an April 2017 start into Guaymas in behalf of ParadiseAir.

Unless there are other tricks left. ParadiseAir is a complete non-starter.

Thanks, I would sure like to have seen it work, San Carlos is about as slow as I've ever seen it although not a long time resident. Talk to local business owners that have been here for years. Rosas, Santa Rosa, Jax Snax, old timers are busy but not as busy. Newer, Olga, Tortugas, Delphine, good and consistent at a fair price or value speak for themselves. Nationals and gringos, turistas seem lacking.?? Nothing scientific, only my opinion?? Ynot

As I mentioned before, I got paid by Frank, through the efforts of the AZ AG. I won’t remember all dates, but when he did not come through with the money I filed a claim through the AG. I also went to Profeco here, but the guy mostly said they are doin this as a courtesy (meaning nothing will be done). 
At th AZ AG a very nice guy helped me. I received the certified check around September.The AG assistant who helped me said that there was some type of deadline to “close the case”. I think you’d have to convince the AG to reopen the case, if enough people filed claims.

Maybe not Golden , who knows , but i hardly go to the US anymore in the last few years and i am glad that i bought only one ticket . For 250 USD it would not be worth to make an extra trip only for that . :D

Happy camper, I understand. However, please know that I did all my claim, etc from Colorado online. The Ag guy called me at home a couple of times. No need to be anywhere, but linked. Here’s the guy I dealt with at the AG office, Stuart.Slayton@azag.gov.Good luck.

Thanks Goldin for the info, but i was able to get in touch with him again today and he promised to make the deposit into my bank. He keep his promise and its there now. I am glad that it ended this way .

Golden, at least in our case, we wanted to see it happen so the kids/grandkids/etc. could visit more often. I think all folks were about the same. I think I was patient but persistent in  believing in Frank's efforts. I don't think I was threatening but maybe at times a little sarcastic? I never saw an attorney or thought about a suit in Mexico or Arizona and for that I am thankful. I understand that sometimes you do as you must, but that was our path. Thanks to Frank. And a very Merry Christmas to all and specially those here in San Carlos. Another great boat parade. Ron/Ynot

Golden, I was in touch with Frank a long time on FB and yes he promised many times , but only now he did what he said. I was never rude to him and never really threatened him either, just saying i would hate to take the legal way to get paid..
