When we were setting up our school 10 years ago I rented a van in Tucson delivered stuff to San Carlos and then returned to Tucson two days later. The insurance covered me, we were very certain of that. I think it was Avis and I rented it near the airport.

Avis on Tucson Blvd. near the airport is really handy and very reasonable. Make sure you tell them you're going into Mexico and they will do the appropriate insurance.Ron

There you go! Ron and I both have had good experiences renting from Avis on Tucson Blvd when Mexico bound.
