Technically not legal in Mexico if you are having trouble finding one. You have to go with a captain.

Interesting, considering that bareboat charters are readily available throughout the US, Caribbean, Australia, New Zealand, and most of Europe.  Well, I'm not inclined to hire a skipper to do something I am qualified to do, so I guess we won't be vacationing in Mexico.  Thanks for the information.
