It sounds like the Banjercito office at K21 is the office in question. They are resisting issuing the passenger vehicle TIP to persons trying to secure one for travel south of Empalme. Presumably, persons towing a 5th wheel or a travel trailer are stopping to get the passenger vehicle TIP, even though they already possess the RV TIP on the towed vehicle (which they WOULD legally have to do; the RV TIP does not cover the vehicle towing). Or, maybe they are trying to get both at the same time.

Someone from San Carlos should take their 1 ton down to the Empalme station and ask if there is any reason why they cant be issued a passenger vehicle TIP.

In any event, there have been no issues with 1-ton trucks simply entering the hassle-free zone, correct? All these denials have been for persons attempting to obtain a passenger vehicle TIP?
