A family member traveling by car back to San Carlos now. as of this post AND TIME, these are the conditions. They are South of Santa Anna, on Hwy 15. The roads are open The temp outside is 38 degrees.
They said there was A LOT OF SNOW from just outside of Tuscon on 19.

They told me that th line COMING NORTH AT THE BORDER IS A GOOD 2-3 HOURS LONG!!!! ( No surprise!)

If your headed south to San Carlos No wait time...

They were advised that travel either way later this afternoon is NOT ADVISED due to more snow is expected...

If traveling North to USA, I would strongly consider waiting a day or two, the weather temps will be freezing and snow runoff on the roads will cause BLACK ICE..
