traveling papers/boat  Rate Topic

Years ago we used to have to get "traveling papers" to go  across to the Baja, etc. . That was in the days of there being port captains at every marina. When the plans for the "nautical ladder" appeared then people were told that papers were not necessary.  I understand that Marina Real still wants their boats to  have them but Marina San Carlos doesn't issue them I don't think.  Maybe they are for safety now but I would say not everyone sticks to their "float" plan.  
So......are you supposed to get them or not.
