I asked this before but it seems to have been lost in a longer thread and I've never received an answer.  Does a mexican captain of a private fishing vessel need a fishing license? I know he/she needs captain papers but do they also need a license?

Everybody on board needs a license regardless of age.
Visit http://www.sancarlosmexico.com/fishregs.html for more info and links to the Pesca office in San Diego.
