A large motorboat just outside of El Tomate has been dragging his anchor in the high winds. There is a dingy attached but not sure if anyone is on the boat. My estimate it has moved 40 feet into the main channel. The winds have calmed now and it appears to have stopped moving. in the future, who do I notify of a possible loose boat situation?

Whatever happened with this?

I suspect that since there was a dinghy attached, on a painter, then the owner was 99% probable of being there, in that wind.

The next day it was moved much closer to El Tomate. What is the number for the port master?
