looking for a electrician that can troubleshoot a hard ground needed or not? 
I have seen places and houses that have a metal pole in ground with ground wire attached, 
Anyone have a good electrician to troubleshoot our home electric grounding ?

All homes should have a ground wire installed.  3 wires to each receptical, etc.  One hot, one neutral and one ground. The purpose of the ground wire system is to trip the breaker if there is a short inside any device causing voltage to reach the outer shell of the device.  In the US the ground will be a copper rod driven 5 feet or so into the ground.  Failing that, a metal  water pipe can be used if it runs a considerable distance underground without any isolation junctions.  The problem with copper rods down here is that people would steal them for scrape.  I doubt if much of any of the household systems here would pass code in the US.

Good advice, with all the modern electrical stuff in our houses need to have proper grounding, proper grounding starts in the circuit breaker panel, it should have a bar with little holes in it and screws, the bar has a #8 solid copper wire attached to it and then to the outside and to grounding rod in the ground, back to the panel, all grounding wires are to be attached to this independent bar, do not use any white neutral wires, you are now in compliance with the US electrical code.
