This year I have been flying to Hermosillo from Phoenix several times. 
I fill out the tourist visa form and it is always free for 6 months.
When I drive and get the tourist visa at kl#21 I always have to pay. The price now is over 500 pesos.
Why is it free when you fly, but not when you drive?
My thought is that when you fly they expect you will return the same way, which doesn't have to be the case.
So now I fly to Mexico and get the tourist visa for free and take a shuttle to return and do not have to turn the tourist visa back when I go to the USA. Have been doing this all year.

Then, ask your family member to research it.


But my experience is, the cost is included in the ticket. Often it is itemized out, if you get a printout.

As one who has flown in and out of Mexico, on non-revenue, airline employee passes for 35 years, I have always been charged the going rate for a visitor permit. Always necessary to surrender the permit, when flying out.

It is always included in the price of the ticket. If you fly private, then they will charge you at the airport. If you drive, then they charge you where you enter. No way around paying, unless you get the 7 day free one.

I sent a note to the director of Customer Care for all the USA for the airline and put the question to him. Will post his answer.
How does the airline know what to charge? I fly one way and the airline does not know how long I am staying.
Plus when going through Mexican check point, that is when the question is asked about your stay. Several times the length of stay is blank.
On all my statements there are no charges for anything other than taxes.
Anyway I will post the answer when I get it and looks like I learned something new.

How much is a tourist permit for Mexico?

The fee for the tourist permit is around M$500, but it's free for people entering by land who stay less than seven days. If you enter Mexico by air, the fee is included in your airfare.

The price of the permit is the same for 2 weeks to 6 months as far as I know.

I think I found the answer to my question.
The guy at the airline said he didn't know the answer and would ask around but never got back.
My bank statement only shows the total cost.
I went to the airline site and found that I pay a total of $64.38 to fly from PHX-HMO.
Taxes and fees are $38.63 and Service Charge is $25.75.
I am assuming that the service charge is the cost of the tourist card.
Still. how does he airline know I will be staying more than 7 days?
But now, I don't care because $65 I learned is a good price.

Stopped yesterday at the office right as you cross Mariposa. 533 pesos per person. 180 day permit.

Johnny, I think you found the answer when a number of people on this site, had it explained it to you. Also American Airline does not know how long you will be staying, unless you have a round trip ticket with dates, obviously stating how long you will be in Mx. you are charged in a manner that simplifies the procedure for the Airline. Does it really matter, as you have stated you have found a way to beat the system by not flying out, then reusing or not returning your permit when you leave. One other thought, you are not only jeopardizing your position with Mx. but you are subject to Airline rules that are in concert with where they have allowed you to fly on a pass, as a representative of American Airlines.

When I fly out I have to turn the pass in. No ifs, ands, or buts.
 When I drive out I have never turned it in and never met anyone that did.
But when I just saw the senior rate with a paid ticket from PHX-HMO is a minimum of $350,
I will keep quiet about paying $65.
