Based on this report, it seems that they don’t budget or report separately the Predial from SC. They do have a separate account for ejido land. There’s a big break between the last account number on the front page and the second page. Maybe that’s where the SC may be. Is this a public report?


Maybe that’s the reason they can’t talk about SC Predial because they don’t track it. It’s all commingled with the rest of Guaymas. Maybe.

exactly, we are guaymas!!
however the tax numbers for san carlos can be individualized to indicate san carlos!

Just read this on the Commisario Facebook page , probably in relation to postings made elsewhere - however useful to be aware of.

Think #41 above hit nail on the head .



A publication has been brought to our attention, made at local Internet discussion forums, used by our esteemed residents, relative to the annual budget of the City Council of Guaymas allegedly presented by Dr. Elsa Patricia Campillo, City income director in her lecture on property taxes made in recent days at our invitation in San Carlos. It is false that this information has been discussed and presented by Dr. Campillo in her presentation, independently that it is available in the transparency portal of the city government.
Modifying, lying about or publishing false information regarding an official presentation made by a public officer may constitute a federal crime.

Specific questions and breakdown of operations related to the administration of resources and in general, of the operation of the municipal administration, is regulated by federal transparency laws and can only be answered by the authorities in charge of the transparency office of the municipal administration. It requires a written request subtantiating the interest to obtain the desired information and may be required, in some cases, the condition of being a Mexican citizen to have the right to obtain it.

Our foreign residents have the right to petition as a constitutional guarantee on an individual basis but trying to do so in terms of the interest of more than one person, in a supposed collective representation,in specific reference to the overall city public affairs, management and budget excercise, as a foreigner, can be classified as interference in public matters or even political activism. prohibited by our laws to foreign residents and constitutes a migratory crime.

In conjunction with the National Institute of Immigration and inviting the consulate of the United States of America, we will call in the coming weeks to a lecture to present rights and obligations as a foreign resident in Mexico, so that they can fully exercise their constitutional guarantees during their stay in our country and also avoid incurring practices that may constitute faults to the behavior we expect from our esteemed foreign residents. For your attention, thank you very much.

A true eye opener. I would say at this point that whatever happens or does not happen with regard to taxes, public utilities, and law enforcement - non-citizens need to be accommodating, accepting, and silent. When money and influence are challenged, there is risk; be careful all.

I do not think general discussion is an issue - the very specific reason this is a BIG issue ( my opinion but logical ) is a certain individual posted as a fact something totally incorrect.


And that was documents that "the moderator" of the other board posted and stated as fact as having been distributed at that meeting.


They were not , that was a wholly incorrect statement . And as it referred to an official meeting hence it likely breaches a variety of our host countries laws.


I would not be concerned , personally , that discussions of government items are precluded , but there are those who have no concept of either civil discussion or comprehension of customs and laws outside their home countries.  Mexico for example has a radically different libel law to that of it's northern neighbors .


I am very glad the Commisario will bring specialists and representatives of the US Embassy ( what about the Canucks ? ) to a meeting for educational purposes - I will hope to attend as I think it would be both useful and instructive. For me more so than property taxes !


For the record I have no association with the Commisario's office other than wholehearted support for the efforts being made in many directions.


Okay so when is the fishing going to pick up :-)

Thats my thought , when i saw the facebook post first thought was what did they do on SCB


Looks like it fits the bill , and was incorrect, as confirmed by subsequent post below it.


 Goldin here in 41 mentioned it’s incorrectness .


Now I could be 100% wrong , but it just fits too well.


Doubtless we will learn more going forward .

An interesting note: Mexico's libel law — written in 1917 — does did not allow truth as a defense, and grants special protection to public officials.


Currently, an increasing number of journalists are being sued. 


Some are being killed. More than 100 media workers have been killed or disappeared since 2000, 12 last year.

this whole thing has been blow out of proportion!!
lets start from the beginning; 
*viva board; kathy R. announces a meeting for the tax issues.
*kargirl announces here on this forum.
* the meeting is held
* all are curious as to what happened , what was discussed, answers to the issues.
* the silence was deafening for days!!! 
*days later fragments of information are released!
* WE LEARN OF A SMALL TURN OUT
so now we see what many consider threats posted on face book to tax paying foreigners here .
the boletin ofical originally posted on viva and here, IT HAD TO HAVE COME FROM AN INSIDER AT THE MEETING! THAT DOCUMENT WAS TRANSFERRED PHYSICALLY OR ELECTRONICALLY!!!!!! THE CONVERSATIONS OF THE MEETING WHERE TOLD TO VIVA 2ND HAND! THAT INSIDER IN MY OPINION IS THE ONE WITH ANY POSSIBLE LEGAL ISSUES!
so why did i place the carrot on the stick again? because it says it all!!
who is responsible for this DEBACLE ? in my humble opinion it is the 2 original posters, kathy r. on viva and kargirl here! they FAILED to keep us informed with what the clearly started!!
