Facebook page was a bit disappointing. If that is what people see when checking out our humble town, then they wouldn't come. Just mho. I really thought the page would have a better presentation. Nothing about him. So who is he? Did he even live in San Carlos before this? What has he done? His profession? Qualifications? Does anyone know him?

TRy https://www.facebook.com/meliton.martineztovar I looked further and he apparently ran for diputado in Sonora.  There is some legal history with Bancomer.
I am with LTR, there is nothing to tell us about him. Makes me a little uncomfortable. I'll ask around when I get a chance.

I talked to Karen at Seaside Realty. She knowns Meliton very well. Fully endorses him. Turns out that I knew him years ago as well but failed to make the connection. He is a builder in San Carlos. There was another man who was given the comisario position earlier, but did stay because other opportunities opened up. So, Mel was offered the job. My recollection is that Mel is a good guy. But, that is all I remember.

Meliton is not the comisario. San Carlos does not have a comisario. Meltion is the encargado del despacho

My understanding is that the comisaria is appointed by the presidente of Guaymas. Are you saying that is not true and that it is an elected post?

I am with johnmoore. I see Vince's activities and journalism as a liability. I would be very hesitant going to Ines with a problem, despite her fine qualities, knowing that she is married to and influenced by Vince's "baggage".  At the very least, before entering into a discussion with Ines, I would present the caveat that none of our conversation or the issues would go home to Vince.

The post of Comisario is appointed by the Mayor. I think that the new Comisario will be a prominent San Carlos businessman that is currently being vetted. The "destape" will be next week. ("destape" in this context means, "revealed").

Clearly there is much ignorance on this subject. Comisarios are not appointed by the mayor. They are elected by the city council. And with that a bid this thread adieu!!

Members of the "cabildo" can suggest or nominate but the appointment is not conditional on their consent. The responsibility is solely the Mayor's, and the buck stops there.

Once again Mr. Baca is completely ignorant of Mexican Law in regards to the comisario. The city council or Regidores vote on the candidates. What traditionally happens though is that the comisario is simply chosen by the mayor and no one votes. The candidates must full fill many requirements, the biggest of which is they must submit a plan de Trabajo.

and with that i am definitely out of here!!! LOL :)

Poor Vince. He tries to be significant but just can't, on anything. Maybe I can help him out here a little bit. I think he is aware of the fact that the Cabildo can veto the Mayor's Comisario choice by a simple majority vote, (I think there are 22 of them). Truth be known though, they can in fact veto any Mayoral decree by simple majority vote, so the flip side of this is that once the appointment is made, and there's no veto, it's done. Now Vince, please go back in your hiddee hole like you promised in post No. 36 in the first place!
