Read the news article linked in post 19 of this thread. Permits have been issued and this is far more than rumor. The politicos, state and local, will make the announcement.

So it's Paradise AirClub through CalJet via XtraAir or some other wet-lease partner.
I was skeptical a tour operator could put together that kind of Private Sector / Public Sector support, but it looks like they've done it. They've disclosed it on their website. 
Just waiting for CalJet to disclose who they are actually using to operate the flights, as they don't own any planes either (unless this CRJ200 is their entry into flying their own metal and all that it entails).

A congratulations is in order for giving it a shot!

Do not want to be the downer, but I find this iffy, and am worried that if it is not an established carrier with some real meat in the game, this could come and go quickly.

And I'm concerned the web announcement is dated Aug 2015 and what is this membership business they talk about?? Some of the things claimed on their site do not track with what I understand to be reality. Checking my sources...
I'll withhold judgement until the formal announcement.

Good find. Website modified in Aug 2015 slipped by me.May not be these guys at all.
Nevertheless, something's going to happen. Can't imagine two mayors and two airport oficials, each N y S o B commenting for the STAR if something were not eminent.

This is an interesting clue as to airline. It says that in the "Escala" on board magazine for Aereolitoral, the regional AreoMexico line, they include Guaymas as a destination. They fly the Embraer ERJ-145

We cleared customs in Guaymas this afternoon. I asked the guy behind the counter about the air service. He brought out a book and showed me that  Paradise Air was starting operation in April. The service is also under a different name, can't remember it off hand. But the airport here is all set up for the service to start in April. That's what I know.
